How this data should be read

The observatory starts with national government sources: Treasury budget books, Budget Mwananchi guides, Parliamentary Budget Office analysis, Controller of Budget implementation reports, Auditor-General reports, public debt documents and procurement sources. Each extracted figure keeps a source URL, parser version, extraction confidence and staff-review flag.

AI-assisted interpretation is allowed only as an explanation of cited figures. It must not invent missing amounts, infer wrongdoing without an audit source, or publish uncited claims. Rows with doubtful extraction confidence should stay in staff review until checked.
